Here is theconfirmed method for getting glowy.
Note: There may be alternate forms of "credit" for Content badges. See the undetermined section.
Note: Any /check status other than Glowing may be unreliable. If you are reporting a lower status than you should be(faint, strong, etc), do not be concerned, you will still glow once you finish up everything.
Note: Once you are glowing you will be visited eventually by the old man. The devs are trickling out old man visits to avoid crashing Dathomir. If you are glowing and not yet visited, you are not bugged. You will be visited. You may have to wait a few days.

1 Profession badge
5 Content badges
3Jedi POIs ***

I followed this guide and it worked for me.
When I visited the Jedi Temple on Dantooine I started to glow.

To answer some questions ahead of time:
1) Event badges, Theed librarian, race track badges, CoA badges, CSR granted badges, and Mark of the Hero badges *all* seem to have no impact towards getting glowy. It is possible they may, but if they do their weight is so low that it just hasn't shown up in the reported data.
2) Credit by having large numbers of professions is unknown and not Garanteed. If you have 21 professions, every poi, and a ton of other badges but are not glowing, then you still need to meet the requirements listed in this guide. If you glow without having everything here because you had a ton of holo professions and/or regular professions, congrats

As far as anyone has determined, however, there appears to be no alternate system to glowing, only potential alternate badge "credit" as discussed in the undetermined section of the guide.

so if I am KOS at nyms
and KOS at The imp theme park
and didnt get the imp hero badge because i am a rebel and didnt want to get a imperial badge
and am not in a circle of leet friends that can complete any part of the vette...
ill never get the force?

*shrug* I don't know. As I said there may be other Content Badge options(professions, badgeless themeparks like the Nightsister Stronghold and Marauder Stronghold, etc.). But, there isn't enough information from players yet to say for sure.
If you find another option for a content badge that isn't on this guide, post it. If it can be confirmed, I'll add it into the guide. As of right now, however, the only for sure known options are the ones listed in the guide.

ok....heres what i got (not complaining just stating )
)Mastered Marksman then started holo's (1 prof badge)
4 holo profs (CM / Squad Leader/ Merchant /Doctor)
Reb theme park
Theed Librarian
All Location badges so i got the
3 Jedi
5 Easy poi's
2 difficult pois
Faint Sense of the Force upon logging in today....
Don't thing the Holo's count for Content...gonna try doing some Corvette missions or something and see if i go up

well i had a faint feelin of the force or whatever, i had 2 warren badges, nyms and rebel, and the jedi ones and such that are listed, i completed jabbas theme park and it now says i feel an inner glow, teh force is with me
but i think im in group 4 so i dont except to see the old man for along while

I think the problem with /check not always reporting correctly until you "glow" has to do with how your force status is increased.
It seems that you advance in /check force status any time you meet a "milestone". Like the first time you visit a difficult POI, that is a milestone and thus would increase your force status.
The problem here seems to be that existing characters who have already met some of the milestones, may not get the /check status advancement associated with it.
So, for example, /check might not notice you had already visited a difficultPOI prior to publish 10 and thus reports a lower status than you should have.
But, when you meet all the requirements, you glow regardless and /check updates appropriately to show you as glowing.
This isn't a problem for new characters, just seems to be a minor transition bug that a hotfix will likely cover. As long as you remember /check isn't reliable unless it says you are glowing, there isn't really a problem.
By the way, for those curious, the Force Status levels are:
No sense
Barely Sense
Faint Sense
Strong Sense
Surging
Glowing
You may skip some levels as you advance, but you'll still glow in the end so don't worry

Kinda weird but least its somthing to help... i am faint in the Force, i have EVERY POI.. i got it before the pub.. if i go back and visit them will i get glowy? ive also done 2 theme parks.. and 2 rebel Cvet missons... so i guess if i do one of those ill get higher.... and ive done 10 profs thatincludes my 2 holos...any help would be great

I am glowing, here's what I did.
6 profession (scout, ranger, rifleman, artisan, weaponsmith, swordsman) only one of them was a holo profession, the rest i did for fun
all 45 POIs
the 2 warren badges
Cries of Alderaan acts 1 2 3
rebel themepark
jabba's themepark
nym's themepark
theed librarian
mos espa race track
agrilat swamp race track
all 5 hero of tatooine badges
