One way is to go to Myyydril Caves and kill Necrosis (N-K). He is level 92 and has two guys with him that are level 84 I beleive. You get the shock arm from him usually (5% of shocking your target). Another way is to the quest out of the Myyydril caves. It takes a while and requires you to have a group.
