u have the 3 weeks to the the quest... once qust is done its done.... you can put exp into it at any time from what we know..... its just to unlock a branch so you CAN put exp into it

If I am understanding your question. If you say have 5 full trees and are working on the 6th and you dont complete in time, you can do 2 things it seems (well 3 if it involves cancelling your account). You can wait untill that Phase comes arround again ie.... 9-12 weeks..., or you can pick another column and attempt to unlock with that one.
*Fyi...If those options haged please let me know.
