I know this can be done becuase I've seen it in a few houses, SOE even had ascreenshot of the day showing one and it says I can when I try to move it to my back pack.

So how does one drop these in the house to make that neat little statue thingy?

It has to be a house you actually OWN, not one you are on the administrators list. If that dont help I dont know.

You can't drop the whole thing as one piece. You have to drop each of the 4 pieces individually, and then use the /move command to put them together, like a puzzle.

Just stand on one place and drop them all seperately without moving as you would a suit of armor. No /move command required.

Umm you right click on it and select "Drop" just like you drop anything else in your house. Seriously though its just like anything else. Dont move around, they all fall at your feet so if you move around you can probably miss-align them. I had to '/move up 100' for each piece after I dropped it to get it out of the floor. I also looked at each piece and dropped them in order i.e. bottom middle etc etc.. but I dont think that is required.
