Example: /#0000FF/HELLO! will display HELLO!

look under options -> controls at the keymap (use 'show all' since the commands aren't categorized). They are called something like chat copy and chat paste. Bind those to keys and you'll be able to copy and paste.
If you open a new in-game email message and type your sign text there, you can copy it onto a sign with the line formatting intact from there without having to alt-tab to and from notepad out of the game

instead of going through the process of opening your e-mail and typing in the body of the message there's a cool feature
/notepad
you can type anything you want in it. if you close it, the contents will be saved and it will be viewable anytime you want

Yes but there is no default keys set on copy and paste. You have to define them in the options screen in game.
