well strength and duration are important as they determine whether or not they actually end up doin any damage, if the numbers are low, and your fighting someone with buffs, unless its a mind poison or disease it wont really do alot of damage, but a fire will wound like mad, even low stats

offcourse potency determines if itll stick much or not, 75%+ is usually a good potency, anythin below may take a few swings to stick, offcourse if you geta -1 potency weapon, it means it has infinite uses
