"Overt" means you're basically flaunting your faction and the opposing faction can slaughter you with reckless abandon. So don't go overt if you plan of living for more than five minutes...especially if you're a Rebel and near Anchorhead, lol.

Meaning if you're not reb or imp yet, you don't have to worry about it? Once you become imp or reb, how would you become overt anyways?

Once you become a member of your faction, you're automatically covert. Which means you are basically undercover and cannot be attacked by Imps/Rebs unless you're 'flagged'. You can be flagged (basically turns you Overt) by attackingopposing NPCs or getting 'scanned' by Stormtroopers (if Reb). Your flag usually lasts about 20 mins, so I wouldn't reccomend running around cities much until it goes away. You can go overt/covert by talking to a faction recruiter and simply asking. However, keep in mind that reverting to Covert takes an hour (ingame time) and will last even if you logout.

Right... Neutral players can only be "overt" (they can PvP) in space.
When you join a faction, you're covert.. You can go to your faction recruiter to become "overt". You then have your faction symbol over your head and are freely attackable by other overt players.
When you die, you're reset to covert. Or, you can talk to your recruiter again and go covert, but there's a timer of about an hour.
[Edit -- looks like Eldon hit the submit button 1 second before me.

Actually tef's (temporary enemy flags) only last about 5 min. after combat with the opposing faction member/npc is over

No, joining a faction sets you as a covert member by default..
Covert = undercover.. not attackable by other players
Overt = well.. you're overtly a member of your faction, meaning you can be attacked by other overts.
If you're covert and attack opposite faction NPCs however, you get a TEF (temporary enemy flag) which you'll see next to your ham bar, with a flag symbol. During that time, other overt members can attack you. It wears off after about 5-10 minutes or so, though.
