Just wondering if they are looted, quest items, or...whatever. Thanks for any input

It's one of the rewards for doing Jabba's themepark, but you may get the "Advertisement" painting instead. If that's the case, finish the themepark, then speak to the droid in the very beginning and reset the park. You can do it over again.

You hand them a bucket and a brush... and menace them with a weapon.

They're a reward for one of Ephant Mon's quests in Jabba's palace. You get rewarded one of three paintings: the "Sny Snootles" advertisement poster, a small Twi'lek painting, or a large Twi'lek painting (same graphic, but about twice as big). I don't know if all three equally likely, though.
