there are 2 ways to pass this. the "right" way and the bugged way
the "right" way is with a macro that reads
/conv
/peace
/macro (whatever the macro is called)
when you get near him he aggro's, run away and when he quits chasing, the macro is running and boom, ya got him
or the bugged way, kill him and /conv his corpse
lol. funny but it works. it's a bug about as old as the imp hat

i believe you can do this method for all such instances.
you used to be able to /conv from like 40-90m away but it has been "adjusted" so that the distance is not so high.

if you do kill him again, use /conv with the corpse targeted.
it will get you past it.

ok i'm going to make this really easy on ya. 4 easy to do steps
1.Get your mission
2. go out to him
3. kill him/Don't loot him yet
4. type /conv and hit enter
and Ta Da you passed the mission
