If you are an overt reb yo can attack an overt imp and the other way around, i am not sure if you can attack an overt opposite faction if you are covert... other than that you can duel... this game is not really that much PvP based... more PvE...
and waypoints... well... on the planetary map you can creat waypoints... or you can write in spatial /waypoint XXXX YYYY no "," just the x-coordinate then a space and the Y-coordinate...

what you are experiencing is most likely not lag... it would be that you don't have enough ram 768+ are recommended for optimal use... but you should go to the ctrl+o and disable all eh fancy graphics... you have to have a super computer to run that...

If you dont want to do the missions anymore, press Control + D to bring up your datapad.
You will see the mission(s) listed on your Datapad.
Double click them to open their descriptions in a new window.
Click on the Abort Mission button.
Click yes, to confirm.
Mission is now gone forever.

You can - as has been said - only attack an Overt player of the opposite faction if you too are Overt - although you may find they'll have spotted you and attacked before you get a chance to instigate combat...
If you open your datapad, there's an option called New Waypoint at the bottom left. Hit that and it will create a WP at your current position. If somebody tells you a waypoint, simply type /waypoint X Y and it will create it. You can now rename it in your datapad by selecting the Set(?) Name option. Once you have a new WP, you can activate it by right clicking on the Waypoint bar (if you have it switched on - something like Options - Interface - Display WP Indicator (or similar)) and a list will appear. Simply left-click the one you wish to display or switch off.
Be warned, though, you are limited as to how many WPs you can store and if you have too many, you'll find missions won't generate WPs.
As for switching off the arrows, it's under the Options, possibly the Interface Tab. Keep poking around in there and you'll find it.
To get out of a mission - if it's from a Terminal, go to your datapad, right-click the mission icon and select Display (or Details, something like that) then select Abort Mission. If it's from an NPC, simply find another NPC who is offering a job and they'll say something along the lines of, "You appear to be working for somebody else at the moment. Would you like to work for me instead?" and select the "Yes" option. You'll now be free from your obligation and may speak to the NPC again to take a mission from them, or simply go about your business.
Finally, to speed things up visually, you can reduce the Terrain Options (Options - Terrain Tab) and set a lower detail level, plus control the distance at which it displays high detail. The best option, though, when entering a town is simply to stop moving for a moment, as this will help you avoid running into walls, etc.

If you are Overt of a faction and another of the other faction is overt also you can attack him/her freely without the /duel comand
2. any quick info on working way points... i am gonna try this on my own but just in case i cant figure it out.
under neath the 'Radar' You exactwaypoint is there ... also you can use the /waypoint <insert a waypoint> comand to find a place or a player

That's likely because you're a Zabrak and chose to have some kind of green tattoo. You can try to find an Image Designer to get this changed.

You might want to spend your money on some cheap armor (bone armor or something... off the bazaar terminals) and some cheap weapons (make sure you're certified with it before you get it).You join the Rebels or the Imperials by doing missions from the corresponding faction and once you have 200+ faction points for the faction you want to join, you talk to a recruiter for that faction.

If you don't already have one, get a vehicle or a trained mount - it makes getting around much, much easier.
Be warned, though, that to keep a vehicle running you'll need to repair it regularly. If it's reduced to zero HP, it will explode and that means it's lost to you forever...
And some NPCs may attack it, again disabling it...
As for what to buy, a house is always a good deal, as it gives you a base of operations (and somewhere cool to hang out) and somewhere to store your equipment. The thing is, though, houses require maintenance payments, so make sure you keep your house running, otherwise it may eventually disappear (along with everything in it.) Small houses are relatively cheap to run, though, and are a fun way to spend some of your spare cash.
As for armour, it can help, but be wary of the type you buy and when you wear it. Bone Armour, for example is good against Energy Weapons (if memory serves) so don't bother equipping it if you're fighting Worrts or similar "creature-types", as they do Kinetic damage and the Encumberance values of the armour will actually hinder your progress.
(Basically, when you look at a piece of Armour, you'll see it has Encumberance stats on it for Health, Action and Mind. When you equip it, your secondary stats (Strength, Constitution, Focus, Willpower, etc) will suffer a drop of however many points the Encumberance value is. Now, the result is that if you use a lot of Special Attacks (such as Pointblank1, etc) your HAM will drain much quicker than if you're unarmoured. I know one guy who suited up in Bone Armour and then couldn't complete any of his missions, as he was killing himself using Specials.
And, as has been said, upgrade your weapon(s). You'll find your damage output increases if you're using a good weapon, as the better weapons inflict more damage.
As for enhancing your Stats, a good way to start is by experimenting with various foods and drinks from the Bazaar. Look under Misc then Food or Drink and view the details of each. You'll see how they affect your stats. The things to watch for are Duration and Filling. Duration indicates how long the Buff lasts. Filling indicates how full it makes you, rated from 1 to 100. At 100, you can only eat/drink one of those things at a time. One of the best balances is Vasarian Brandy - on average it will enhance your Mind, Focus and Willpower for around 40 minutes and is usually 49/50 filling. What's nice about that is that its filling effects usually wear off just as the Buff effects wear off - in other words, you can drink it, play for 40 minutes and, when it's worn off, drink another shot of it without being full.
Finally, if you don't already have the skills, picking up Novice Medic can be a lifesaver, as it means you can heal yourself in combat. Train in it, then buy some Stimpacks from the bazaar (or make them yourself if you're so inclined.) You can Use Small Stimpacks of the A and (if memory serves) B variety, but only make type As. Type A are okay in a push, but Type Bs generally heal around twice as much damage (subject to your skills, the quality of the Stims, etc.)
You could also get a Doctor's Buff. Look for a Master Doctor advertising that they're buffing. They'll be able to improve all your stats by up to 3000 or so points. Be warned, though, that it will cost you at least 10,000 c and the effects are temporary (around 2 1/2 - 3 hours).
As for other planets, if you have a vehicle you can explore most of them in relative safety (i.e. by running away from anything that attacks you) but unless you're desperate for a change of scenary, I'd suggest simply staying on your starting planet or - if you must - going to one of the other "newbie" planets, such as Corellia, Tatooine or Naboo.
A final note: if you've accumulated some decent equipment, get insured at the Cloning Facilty. Simply go to the Insurance Terminal and select "Insure All" from the Radial Menu. Then, if you die, your equipment will only take 1% damage, compared to the 5% damage it normally takes.
EDIT: As for Factions, you need to do missions from a Faction Terminal (either Imperial if you wish to join the Empire or Rebel) to earn at least 200 points with the Faction you wish to join. Once you've done that, find a Recruiter NPC and select "I Wish to join your Faction" from the conversation. Note that if you select "OVERT" you will be visible as a member of that Faction and other visible members of the rival Faction can (and will!) attack you. If you select "COVERT" you will remain as a "secret agent" for them, but if you do any actions that show your affiliation (e.g. attacking a Stormtrooper when a Covert Rebel) you will be "TEFed" - which basically adds a Temporary Enemy Flag to you. This is the same as being Overt and carries the same penalties. It will, however, wear off if you don't do anything else that could show you as a Faction member. And note that whilst TEFed, your vehicle can be attacked by members of the rival faction. Ditto if you choose Overt.
