are vet awards distributed based upon your account or character life time? Sorry if this has been asked before.

Speaking of which... I got this self-powered award sitting in my inventory with no actual instructions on how to use it .. Got a resource container too.

Vet rewards are based only on account time. However, you can only claim a reward from a given milestone (6 months, 12 months, 24 months, etc)with one character. There might be a minimum of the character being 30 days old, although that was probably just for the anniversary rewards.
The self-power kit can be applied to a harvester, and it won't require power anymore. I think it's applied to one already placed, and when you redeed the harv, you get the kit back. Or it might be like the ADK where you apply it to the harvester deed, then have to destroy the deed to get the kit back.
The resource container reward lets you claim 30k units of any resource that has ever spawned on your server. Meat, milk, plumbum iron....anything. They're also handy for determining stats of newly spawned stuff (since you can see the resource stats in the container), but that's more a side effect than an intended use.
