Thread: Are Gardens municipal structures, or can I add one to my house?

Like the title says. I'd like to put an atrium next to my house, but I'm not sure if that's possible.

They're can only be placed in a City, and only by a Politician that has the ability to place them. (0-0-0-3 at least for small ones)

Can a politician of a city place one IN my house (if I lived in his city)?
