you have probably seen this npc around before im sure, he goes by the name jed-eye. what is his purpose and why does he taunt ppl?

yeah as if noobish holds any meaning other than to reflect on the user. as surprising as this may be to imagine, not everyone lives for this game and plays each free hour. what that translates into is that that person is not going to have absolute knowledge of this game.
i dont claim to know everything about this game, content or otherwise and thats why im not afraid to ask. but i guess you replied here because you know the answer so please share...

Okay, I'll continue to educate your seven-month-forum-registered Jedi self about how this game works.
That NPC is more than likely one of the event NPCs which can be placed, named, and scripted by players. Many players have taken to standing them outside starport with developer's names saying things about the CURB and other projects "in the works".
Happy now?
Like I said. It would've done you some good to actually learn to play before buying a pre-built high-level account.

i didnt know those things could be placed anywhere. i thought they were just for player cities or the wild outside of town. now i know. to answer you no it doesnt make me happy

and i wish i could care but i dont, sadly 
for the record i do play on bria but not my main.
