Two questions really:
1. When resources shift, do they do it at any particular time of day? For instance, if a resource is set to shift (Talusian Water Vapor for example), will it do it at a random time or (for example) at server reset on that day (thus early in the morning my time). This knowledge will allow me to figure when best to check my extractors based on my daily schedule.
2. Do ALL resources shift at the same time or are they all on their own separate clocks?
I thank you in advance for your answer.

In my short and frustrating time as an artisan prof, I can say first hand that the answer to both your questions is, "it's completely random." Resources are on seperate clocks and shift when they want. I think my frustration would have been eased a tad if they would have implemented at least an email to be sent to you when your harvester quit harvesting a resource. Too many times I would put down a harvester on a new resource. Check it a few days later, cool, still harvesting. Id leave it a couple more days and find that the resource shifted an hour or so after I last checked it. I decided Ranger/Rifleman suited my playstyle best and dropped artisan. I can still make stuff, it's just very limited

I used to open up my survey tool and check the order of the resources listed. If my memory serves, newer spawned resources were at the top (alternatively it's reversed, sorry I can't remember, I haven't harvested in a while). As each new resource spawned the list would shift down. So when deciding whether or not to place a harvester I could get a general sense (general is better than nothing at least) of how long I could expect that resource to be around.

After a new resources shifts in, it usually stays in-shift for about 7 days. Sometimes more, sometimes less, but a majority stick around for 7 days.

I remember reading that someone did a detailed study on this and found that every day one resource will shift. The new ones are on top.
Also the shift occurs every 25 hours. sometimes a shift is skipped. The shift is not random. the guy did something like 6 months of surveying evey planet every day for minerals.
You can pretty much count on the resources shifting out 6-8 days after they shift in, which may be 2 days after you found it
