The best rifle you can have at your level is the SG82, it should have roughly 35 base DPS, if you cant find one on the bazaar then a friendly Weaponsmith should be able to make one for you. At level 22 you can use the E11 rifle which should be roughly 85 base DPS

I have a 21CL and whenever i look at the bazaar for a different weapon they always have something that says like you have to be a 54 cl and a bounty hunter or something andi am working on my rifleman profession now and i hate using a rifle that can only make like 50 damage.

What he said, don't become used to looking at dps especally as a rifleman, because to us it means jack. You want a high max andmin dmg + low sac costs then you can compare dps.
