If i get terrain negotiation BE clothes, but don't have novice scout, will I get to use the bonuses in the clothes?

Seeing as this post is already here, Ill toss in a question: how much teraain negociation can you get from BE clothing? I know the hard cap is +25, what I mean is that all the tissues Ive seen have been +12 to +16 unarmed damage and only something like +2 to +4 terrain negociation. Is that the standard or is there some advanced version which gives the full +12 to +16 for TN?

u can get +16 terrain +16 unarmed damage clothing on my server valcyn... so likely urs 2

I got a +17/+17 one on Bria, so it's doable. The +3 or +4 were probably the lower level ones.
