I think it is a bug, the npcs got distracted from attacking other things when they spawned, or someone else killed them.

the siths will keep coming to "attack" you & you can loot a new disk. They'll do this until you find a camp & finish that part of the quest

gasp you say that i must wait for the first siths again to loot another waypoint?

hi, all
i have a problem with this quest, i make all the quests, and become inner glow, talk to old man too and kill the first two siths, they, then, loot me a disc with a waypoint, ok, the problem is that when i go to this waypoint to kill the second two siths there are nobody, no npc's, no camp, nothing, anyone can help me please?
i use a ticket a few days ago but devs don't response me yet, thx all

dont knwo what to tell u just keep trying to get attackd and hope eventually a patch comes in or u find a camp u can attack.

Actually, I think it's a good thing that you have to wait for siths again. Listen to my circumstance:
First of all, I have already seen old man, now I've been waiting on the siths since yesterday. I was afk running a macro to get ranged xp while I ate dinner. I came back and other players that had been doing the same thing I was (except they werent afk) saw the 2 sith outlawsthat attacked me and killed them. Unfortunately nobody there looted the siths so when i came back, i got this distrubing message that siths attacked me. Thank God, for my sake, that the siths do come back until you go to the camp. 
Word of advice, don't afk until you get the datapad.
It's worth the xp and time lost if you logout instead of afk until then.

From the time you get your inner glow message until you actually get to the village. The old man or sith will always spawn again and again and again until you complete their quest. If the old man doesn't spawn or you miss him, he will come back. If the sith don't spawn, you miss them, get a bugged disk or a bugged spawn point, they will spawn again.
The time it takes for them to come again is random but in most cases, it's not longer than it took the first time. The best way to get any of these parts to spawn without bugs is to log off for about 15 min, catch a shuttle to any player city, walk at least 1000m away from the city limits (don't ride any vehicle) and sit there.the old man will usually come within 10 minutes, maybe less (was 7 mins for me on live, 11 mins on TC and less than 2 minutes on TC2). The sith usually take around 30 minutes to show up the first time (you can do some fighting in the wild until they show up...but they will also show up and gank you anywhere...even on the outskirts of static cities...but wilderness is best). If you miss the sith, they usually come again but don't take as long as the first time.
However, somethings you must realize....if you stay within the limits of static cities, player cities or POI's....they may never come......it's best for you to stay in the wild. I've tested both the old man and the sith spawns on TC and TC2 with about 8 different characters and each time the way I just explained had the best results.
Other than this, you must be very patient. If you don't get them the same day, they will definitely come within 30 minutes of logging in the next day as long as your in the wilderness....if you continue to still be bugged after 2 days...../bug it in game but don't stop trying also.....I once got 5 straight bugged disk before one finally worked.....so be patient young padawan...err ah, wannabe padawan

not everyone was here 4 months ago....not everyone reads the boards all the time.....there are always new players coming into the game....there are old vets, that simply haven't looked into certain aspects of the game....just because something was posted on the forums does not mean everyone has seen it or knows it exists....finally, some people are lazy and don't want to lookup stuff for themselves.....or it's sometimes easier to post a question and get a quicker response then the time it takes to weed through millionsof post using the search option to find what your looking for.......and that is no garauntee that you will find what your looking for with that.
Not trying to ruffle any feathers, just stating simple fact....

I don't care when it was posted. Any helpful post is appreciated. My only issue now is, that the "free unlock" that this forum speaks of, is what I've heard from many - not available anymore. So if this is the case, then you will have to wait at least 18 weeks, before you are able to think of being a Jedi from your first phase. And from the looks of the village I go to in Corbantis, there are MANY "wannabe" Jedis including myself. 
In the meantime until I become one, I will learn how to kill them with my BH.
