I was informed bymy site managerwho was informed by LA that the NDA was dropped Wednesday at 6pm PST, yet I see no official word here on these forums.
Can i get a confirmation?

SOE has not yet dropped the NDA. They have stated that they will make an announcement when this occurs (expect it to be soon!)

Which leads me to my next question. Who's in charge of enforcing the NDA? Lucas Arts, or SOE?

We signed it on SOE's website, and it was signed in protection of a game that SOE is developing, so I would say SOE has final say.

According to IGN, the SW Vault and Rhonda from Lucas Arts, the NDA is down.
I would really like to know why SOE hasn't said anything.

I don't think I can break NDA by talking about the NDA, but SOE has stated on the beta boards that the NDA is not dropped, but they plan on doing so in the near future. They have asked the beta testers not to speak about the game until they have dropped the NDA.

TH has just announced that the NDA has been lifted.

This is correct! We are free to talk about it now, so if you know anyone in beta, feel free to spam them with /tells asking as many questions as you can think of
