...targets other players while excluding objects and NPC's. I know the one for targeting anything with a yellow or red name, and of course I can always /target by name, but it doesn't discriminate between objects/npc's/players if I give it just a letter or two... What i want is to target nearby players without specifying their names in my macro... how can this be done? Or is it impossible?

I know a command like this exists in space, but im not sure about the ground game. If you havent already, try doing a // in your chat window and hit enter, this will bring up a list of all the / commands in the game. All you have to do is type in the double slash/backslash, whichever this // one is.* can never keep them straight, at least i know my left from right

I havent found a way to do this either.
I'm guessing you want this for PvP, if you just want to cycle targetting on a few players thenway around it is to click on everyoneyou wanted to target then use the target next in history command, which I forget the correct syntax for.... maybe /ui action targetPrev.
That or group with them and use the
/ui action targetGroup0
/ui action targetGroup1
/ui action targetGroup2
And so on and so on...
If you do want this for PvP, I suggest you rebind your Target In and Target Out keys to something a little less cumbersome that Tab and Shift+Tab.
I've got mine on NUM * and NUM - and I can go cycle back and forth between targets to make it easier.
Also on rare occasions, /ui action targetAtCursor is handy too, although it brings up the radial menu and swithes your cursor mode.
