why is that rebel and imperial npcs arent attacking each other any more?

i went to mos entha and there was a rebel and imperial npcs standing around next to each other..... i used to like walking around entha and seeing random rucks envolving rebels and stormies just shooting at each other.

I was overt as a rebel in Mos Entha and most of the Stormtroopers weren't attacking me either. I think there's an issue with the pathing or something in Mos Entha, not with factional NPC behavior.
