Where is the guy in theed for the 2nd badge, I can't get the fouo disc, mirla is bugged and I'd like to try and get the badge with just the 4 evidence discs and the encryption disc

i had no problem wih the marila badge, but i couldn't find the 4th piece of evidence and i wandered around that place for over 2 hrs. anyone know if it's bugged or where the 4th piece is?
