They're out there. Keep looking.

The moisture farmer tends to pop up -roughly- around Mos Taike.

The pirates tend to pop up -roughly- around Mos Eisley and the ranch house near there.

i saw some pirates a few days ao hanging around, made pretty good tanks

I did the pirates / honor parta couple nights ago. They spawned near the ranch house (don't remember the waypoint off hand sorry). Attack the leader, once he is down to about 1/3 HAM he calls off his guys and is willing to talk.
