what level is require to wear battle armor? Does only elite professions let you wear that?

Battle Armor doesn't require a combat level per se. As long as you're one of the professions that gives you 'Battle Armor Mitigation', you can wear it. Among these professions include: Fencer, Swordsman, Pikeman, and Carbineer...
