It used to be 1 per account, but with publish 10 it has changed to2 per server per account. Remember that you can have 8 characters maximum, and this includes Jedi characters, so if you wanted a Jedi on every server you play on, you could only play on 4 servers. Once you gain Padawan status on your character, you unlock a second slot on that server, which can then also be a Jedi, but takes a character slot from your maximum character count.
