Do I get a positive Hutt faction by killing Valarian thugs? Where can I find these?

No, you don't get positive Hutt faction by killing Valarians. You get positive Jabba faction. There's a difference.
Anyhoo, at the moment, you cannot gain Hutt faction.

if you mean Jabba faction yes kill Valarians. tons spawn in the area between Taike and Krayt Graveyard. if you mean Hutt faction, that one that is up a the very top of the faction list and appeared after a publish awhile ago, you cannot raise that currently

It's not the "Hutt" Themepark, it's the Jabba's Themepark, go kill some Valarian Thugs & you will be able to do it 
The "Hutt" faction is something else & nothing to do with Jabba's theme park. I just wanna add I'm sure I killed something obscure the other day & I got positice Hutt faction, Can't remember what it was to check though :/

It's silly that you cannot gain Hutt faction, I keep watching my total get smaller and smaller with no way to raise it back up

But what effect does Hutt faction do? Negative Jabba makes his groupies attack you on site, same with everyone else. But there are no Hutt people. So does it make a difference?

There are Hutt people. On Yavin theres the "Hutt Expiditionry Force" (yes I know I spelt it wrong
) these are one of the things that will attack you if you have low Hutt faction. Also Erran Sif of Talus & her Family will attack you if you have low Hutt standing I belive. I'm still searching to see if I did increase my Hutt standing somewhere but I can't find anywhere yet, I'm sure I did once but it looks unlikly.

I'm not sure, I just get really upset when it drops. I take careful measures to not get negative Hutt faction, and I earned about 700 of it from Jabba's Theme Park back in August 2003. I treat it with respect and am proud to have it. Just like my 14025 Industrialist Experience and my +12 Business Accumen shirt I recently purchased. Yes, they don't do anything, but I like having them none the less.
