Ok I' working on getting 10 nice lvl 10 blasters to reverse engineer. Some of these blasters have really neat looking effects/colors. Question is this what determines the color of the reverse engineered cannon? Maybe the first one put into the tool? Maybe the Highest Damage etc? Any information on this matter would be appreciated.

The first item you put inside the tool will be the one that comes out of the tool at the end so if you want the one with the special effects put that one in first.

Is a shipwright only capable of reverse engineering non-crafted starship components, or can they rev. eng. other non-crafted items as well, say for example, the AV-21 powerplant?

Only looted starship components. Nothing from the ground game.

And only components that haven't already been reverse-engineered.

Basically, every looted component has a "Reverse engineering level" (usually, but not always, equal to the certification level). Shipwrights can load up an "Analysis tool" with similar component types (i.e. guns, engines, capacitors, but the names do not have to match) all of the same RE level. The number of parts needed is equal to the RE level (sofive RE level 5 guns, eight RE level 8 capactors, etc). They run an analysis, and out pops a single component of the same type with stats equal to the highest value of all the parts used plus a bonus. They also get a chance on receiving a piece of the Firespray schematic.

The resulting component does not have an RE level, so it cannot be RE'ed again. Crafted components also do not have an RE level, so they can't be RE'ed either.

Reverse engineering is a neat concept, and I'd actually like to see it eventually expanded to other ground loot types. Although storage would need to be expanded first, if players are going to be hanging on to more NPC loot on the ground (it's tough enough just finding places to stash my "RE this eventually" space loot).
