what does it mean when your get a Armor Attachment with anegative instead of a plus?

Its broken and worthless unless you can convince a csr to swap it (which i doubt)

not exactly a stupid question.
DOT weapons with -1 uses mean infinite.
if not for that then i would have to agree with the type of question (chuckle)
