I just killed this guy by the Imperial Prison on Dathomir. He attacked me and I quickly eliminated him like I do with all my opponents. Then I wondered who he was as I have never seen someone like him before. Does anyone know who this guy is?

Extra information, he was aggro but had a converse option. He dropped a low damage VK with unarmed speed 8.

I think he is part of the quests you get from npcs in the Dathomir Prison. It would explain why he had a converse option.
