Is there one on tat - and will it help to fix the problem with the bugged tatooine noob quests in mos eisley??

Theres just one in Mos Eisley near Mayor you give noob quests. Am not sure 100% but check behind Cantina there re 3/4 npc around and one is the guy yu search.
