Do i have to be combatant or has he been disabled like they did NK?

This quest is currently disabled. But if you want to do the lead up quests they occur in the Imperial Prison. Eventually you are told to talk to one of the prisoners, can't remember his name. It is at this point you are no longer able to continue the quest.

The mission giver, I believed named Dolac, the Prisoner did not respond to Converse. This was as of about two or three months ago.

the door to get the the quest giver is 'locked' there are ways to get to him, but it is an exploit

The door has always been locked ... The idea is you talk to him throughthe bars ... Well it used to work ... Until they made it so people couldn't heal others thru walls... then it inadvertently bugged this particular part of the quest.

Thankfully there are people who can figure out how to solve problems that SOE doesnt bother to solve and the quest can still be done.
