Ok in the first part I find the healthy wookie and I get the option use on the radial menu. I try it and nothing happens. Is there something I'm not doing? Is it bugged? Is there a work around?

Just to make sure, you are doing this on "a healthy looking Wookiee," right? That's the MOBs name?
At any rate, assuming that you are targetting the correct Wookiee, there's a few things to try:
1. Kill it. For some reason this gave me credit when I did it.
2. Go and take a blood sample from the processed wookiee first. I've heard this sometimes works and the quest asks you to go back and take a blood sample from a healthy wookiee afterwards.

Thanks the processed wookie worked then I was able to get the sample from the healthy one despite my mission journal saying that I need the sample from the healthy one first.
