Do they increase your damage output, or do they just increase the percentage of hits on your target?

i dont know the exact wording but if the defense modifiers or whatever are lower than your accuracy mods then you do more dmg and yes they increase the hit to miss percentage so if you're a master you have a very, very low chance of missing your target.
