Many ways to do it
To deleguate, you have to be overt
Then
select your target and type /del xxx where xxx is the amount of FP you want
type /del [target name] [amount] for example : /del eulbobo 200 to deleguate me 200 FP
Select your target and type /del : you will have a UI that will show you how much FP you can deleguate and how much FP you will loose in the deleguate

What's the command to give another player some of your faction points? Someone did it for me when I started but I never knew the command

/delegate I think. Check the smuggler forums, it is in the guide.

/delegatefaction Either have the person targeted or add players name. you must also be overt to do this.
