To further elaborate on this post, mitigation applies only to the damage range. The damage range is the difference between max and min damages.
So, the above example is correct in the fact that the damage range is 100 (200 - 100 = 100), but could be misleading by making it look like 20% of the max damage is reduced by mitigation. Let's take another example:
Pistol w/ Min 78, Max 188, Ranged mitigation 1:
188 -76 = 112 (this is the damage range that will be mitigated)
112 * 0.20 = 22.4 (the total damage that will be mitigated)
188 - 22 (rounded)= 166 (new max damage)
In the above example, more than 20 damage was mitigated because the damage range was higher than 100. Now lets take an example with something that would be a highly sought after PVP gun:
Geo Stun Blaster: 348-364 vs Ranged Mit 3:
Range: 364 - 348 = 16
Mitigation: 16 * .80 = 12.8
New Max: 364 - 13 = 351
You can see why this gun would be well sought after in PVP (besides the fact that it's 300+ damage), the low damage range drastically reduces the effectiveness of mitigation.
