Even a limited number of calls wouldn't be a deterrent. This would make the gank squads completely invincible, and the nullification of force powers INCLUDES saber specials. And it's truly pathetic the damage sabers do without the modifiers.
Not to mention the 700k xp loss now has enough non-Knight-owning characters hanging up their robes for the foreseeable future (nice timing with JTL newbies and old veterans coming back into the game, IMO).
Normally I'm extremely liberally-minded when it comes to matters of my "compatriots'" desire to be PvP gods, but I can't say I support the idea of a Force-Nullifying device, technical or biological in nature. A lot of BHes have become quite adept at fighting Jedi without such devices, so it stands to reason that others could as well.

I do quite like the idea of adding a different angle to the game, but i think for something that powerful you'd be looking for a quest on par with crafting mandalorian armour and such things. Its a good idea especialy as it gets other professions involved.

Adding something like a cortosis weave schematic wouldn't be supported by the Jedi community until the Draconian xp losses are significantly lessened (note I said LESSENED, not removed). Most of "us" wouldn't mind it except that the "rarity" of it would be a joke - people devoted months to getting the special items for RIS.
Time doesn't deter people from procuring rare items. Just ask the daily loot barons who spend hours slaughtering Nightsisters looking for the next best DOT weapon.

Rants and pettions will not do anything to solve your problems, it will only piss off the developers. Instead, if you have a solid idea in improving a game system, type it out on the core forums. List the idea, the pros, the cons, and make sure to make your topic clear. Many people replying saying "hey this is a good idea.. but/or... " will attract more POSITIVE attention from the DEVs. The petitions, rants, and demands, attract their attension faster, but 99% of the time, it helps no one. Here's an example of something I'd like to see in the game (let's forget about the entire combat system for now, I'm talking about one issue):
Issue: Combat against a Jedi is extremly unbalanced. Although they should over-power a standard character, or group, there should be a way to counter-act or furtherprotect yourself. (For every action, there is an equal and opposite reaction).
Solution: In Star Wars-lore Ysalamiris can counter the force.
Game Incorporation: Talus, being one of the least active planets, can have a large cave that hasa rumored sighting of a Ysalamiris. This particular cave also happens to be the lair of LARGE family of Selonians. The cave was once believed tohold a secret bio-engineering lab, and many believe the lab still exists.
Objectives: A group must enter the cave, and fight their way into the back. At the end they will finda frightendYsalamiris. A Master Creature Handler, must spend 2 minutes taming thecreature, butcombat breaks the limit. After the creature is tamed, a Master Bio Engineer must come and take tissue or blood samples from the creature. With a specific time limit set, the team must locate the hidden lab, so the BIo Engineer can use the lab to create a single Ysalamiris, before the sample is rendered useless.
Pros: Not only will this give combat balance versus Jedi, it also adds content for Creature Handlers, and Bio Engineers.. as well as adding some much needed content to Talus.
Cons: Jedi fearing their abilities are no longer as powerful. A simple solution is to make the creatures have a limited amount of calls, and only be active for a certain amount of time (10-20 mins)... or Everyone will have one, another simple solution is make ita difficult process to do (but not quite as hard as Death Watch)
Final Notes: This adds more balance to the game, in a reasonable manor. The pros outweigh the cons by far, and is something many people will be interested in, especially if they participate in PVP.

This was meant a guide to writing out ideas so devs could keep track of ideas better, not specifically for this one idea. I wrote it really quickly, and didn't think carefully enough about the topics you stated above. An easy solution for this is to only give like a 20% force power reductionat it's highest success... plus another modifier for chance to block.
