Is Cries of Alderaan Quest the rebel themepark, or is it 2 different quests?

and where does it start?

Cries of Alderaan was a monthly, ongoing story-line, open to both rebels and imperials.. the outcome of each month affected the "winning" faction of that month (whichever faction had the most members complete the story-line).

I'm not sure where it starts to be honest.. I'm not even 100% sure if you can still do Act I or not.

The Rebel Themepark, however, starts at the Hidden Rebel Base on Corellia, with C3-PO.. (Strangely enough for a "Hidden" Base, it's under the POI tab if you cannot find it

The Cries of alderaan final chapter (as far as i know) is still available... seeing as you are asking about the rebel themepark, do a search for "rebel quest guide", here in the game guides.... all the rebel quest (including the cries of alderaan) is listed in there... It's a neat quest, which allows you to get unlimited alderaan flora... (between 1-5 each trip)... and it's a neat story line...
