Im netural. I choose no fight. but when I visit Meoina cantina, I cant find any contact, how can I get the disk to continue? please tell.

a waypoint should be leading right on top of the npc. The npc has no name but something like name (a farmer) or something like that. I think the npc is near the bar. Best way is to talk to them all until you get one that talks about disks or gives you the option to ask for disks.
