Victor is very simple. Talk to him to get up to the point where you need to gather information to support his campaign, then turn around and in the same room use the terminal near the door. Bring up the radial menu on the terminal and then select download data (or something similar). Then take the information to the govenor (or whoever that girl is) in the next room.

A few words of advice to those who don't agree with the motives of The Empire: Move along

I think he is refering to the quest victor runs after he is elected with the tusken fort. Which can't be really run now since POI spawns are bugged and you need to find the tusken you are supposed to kill right after server restart to have a chance. You prolly get a painting for a reward like Sean gives... victor has a painting of the prison behind him called 'Rare Painting' which might be the reward
