I decided to place the PA Hall for my guild before the city...
What is to happen if I place the city hall within the boundries of the PA Hall? Will I have to redeed the PA Hall or what?

Theguild hall itself has no boundaries outside of the footprint that you saw when you placed it.
If you drop your city hall near the guild hall, the guild hall will automatically be annexed into the city.

Oh yeah, one more question.
Does the Guild Hall count as a residence to the city? (My guild hall is declared as my residence)
Will it count as my 'house' therefore making me a citizen?

yes it will be your residence, unless you are the one who places the city hall which i believe automatically goes as the mayors residence

Correct. Technically, a Mayor doesn't need a house in the city as his declared residence. However, a nice Mayor's House is always good!
