I'm going for race badges but can't seem to find an AV21 for sale, anyone know where or what I need to have one made?

You either need....
An AV-21 Schematic obtained by completing one of the Corvette Missions AND an AV-21 Powerplant looted during a Corvette Mission (loot drop is rare).
OR...
Several Million Credits to buy a completed AV-21

The going rate for an AV-21 seems to be about 3 million. In order to make one, however, You will need the following:
1 AV-21 Schematic (Obtained by completing any of the Corvette missions)
1 AV-21 Powerplant (Looted from the Armoire in the corvette...Rare)
1 Master Artisan
I suggest only going to a trustworthy Master Artisan. They will build it correctly and you would have less to worry about. Last thing you want to do is get those parts and end uphanding them over to a Master Artisan who claims it critically failed during creation, and they actually run off with your loot.

Just for your information:
That stuff CAN critical fail!
Happened to me 1 time. And no master artisan trustworthy or not can be sure it will not happen to him.
That was a 2.5 million credit loss for me as I gave the customer my own AV-21 then.

Yesterday I completed all 3 racer tracks on the Intrepid server, the AV-21 is the best choice for both the Mos Espa and Swamp track, but I had alot of problems using it on the Keren track. I was getting hung up on the bridge with the AV-21. So I used the Swooper. Swooper IMO is the best choice for the Keren track.

Make sure if you get the AV-21 crafted, give the artisan some high quality Bespin Port and Pyollian Cakes. The cakes will help prevent the artisan from failing the assembly, and the port increases the chance of success on an experimentation attempt. Good luck!

Yes this is a must. I have made about 30 AV-21s and so far I never failed to assemble, but a week ago on my first experimentation, I failed and it went to 0%. This really sucks. Then final vehicle had 1500 HAM. But still I felt really bad, he ended up selling it and found new parts, came back to me with bespin port and this time I got my usual 97% AV-21.

you dont necessarily need an av21 for the races... i got all the race badges b4 i even got my av21.. use a swoop

I've been trying hard to get an AV-21, but yeesh it seems almost impossible. Even if I could complete the Corvette with a group, there's no way I'd ever get the engine for it. And I can't afford 2.5 million credits with all the other expenses I need to pay. Sigh.

Remember you'll also need a couple of k of ferrous & a couple of k of non-ferrous metal too, hi SR is all that's important.
A Master Artisan with plus 20 artisan assembly working in a research centre is also quite nice
