I don't know if this is old news by now, but here's how it worked for me. On patch day I went and completed what I needed to get Glowing, so I got glowing the day of the patch, after it hit. The next day around 9PM I got the visit just from running around. I left my player city and took a seat, a little while later got the visit. Today I logged on, one day after getting the visit, I ran around a bit. Me and another guy were waiting for the Sith to come but they didn't. He suggested I try to duel him. The minute, no, the second I opened fire on him two guys started charging at me from behind a the shuttle port. This is all in a player city. I targeted them, and they were the Sith. So... I don't know if the duel triggered them or it was a coincidence...but that's how it worked for me. On my way to the camp...hope this helps.
