I managed to loot the tracking device first section 10 hours after publish 10 went live(I was keeping quiet)

I am pretty sure it is used in Phase 3 or 4 of the village(as well as those kickass looking resources with weak stats)

Looted off of Mokk's on Dantooine while running solo missions.
