How do I gain acces to jabbas starport in the rear or the palace.

You have to be neutral pilot and there are some missions from the Tatooine space station that you need to do.

I've got access as an Imp pilot with Storm Squadron (based in Bestine). I have also completed Jabba's themepark. I can't tell you when it became available i'm afraid.

You can land there from the space station only - you can't instant travel there.
