It is not a quest. You can loot it from avatar guards and guard captains on the avatar platform. (Maybe some of the other npcs too, but those are the only I've looted it from so far)

no its a random drop from the avatar guards (you have to kill avatar guards on a part of that quest so there is a chance you can loot them)

it could b looted in the syrens quest, bc when u go in that house for part 3, there r avatar guards in there
