I am kind of curious about this too. I was missing the Jedi Temple POI...which I thought I had....so I ran to get it then became glowing. Am I going to have to wait because I didn't have it before the patch?

I don't think that matters at all. If you are glowing he will apear in 1-3 days according to the devs.

nope if you are glowy post pub 10, you are put into groups

yes. I know someone who went from Surge -> Glow yesterday, and got a visit from the Old Man today. Sorry, but I do not know the circumstances, however.
