Just talk to the recruiter and say I decided to resign, or I've had enough and want out. Something along those lines, forget exactly what the choice was.

Yeah that's it, and it takes some time to process...used to be an hour I think but it may have changed by now

I tried the recruiter but I cannot get rid of the rebellion sign above my head. If I trie a rebel mission the IMP starts shouting at me. So seems to be a locked in rebellion
And I want to ger neutral!

Got it I first needed go back on duties and from that poin on I could resign complete. (Hope it works have to wait 5 minutes)

But also...you may have to do some IMP delivery missions to negate your rebel faction. I may be wrong

Yes, you must first go active duty (Overt), wait the 30 seconds it takes to process that, then go back and resign completely. 5 minutes later, you will be essentially neutral. Well, you will lose all Rebel faction points, but of course you will keep any negative Imperial faction you may have.
