I found the Pirate leader standing in the desert, but hes white and he wont converse with me....any help ??

Then he's from someone else's quest. Or someone died before they could talk to him. You will need to wait until he either despawns or the server resets and forces him to despawn.

What you want to find is a Pirate Leader that is spawned red with two other pirates near him. YOU have to fight him and get him to turn white for him to talk to you specifically.
