Don't ever be afraid to ask questions, even though other idiots may flame you.
TEF is Temporary Enemy Flag. Similar to being overt in that you're attackable by the other faction, but again it's only temporary (5 minutes).
PvE is Player vs. Environment. You're fighting NPCs and creatures controlled by the system, as opposed to PvP in which your opponent is player-controlled.
Hope this helped!

as far as jedi, your talking about the GTEF, or group temp enemy flag,
if you are in a group with someone attacked, you can attack back, and if oyu are in the attacking group, you can also attack the target.
frankly, it should be removed from the game tho, but thats another subject, it really should just turn you overt if you help. and BHs gank squads would disapppear, but i digress.

Yep, TEF is used for any kind of PvP enemy flag. Bounty hunters (BH) can get a TEF on a jedi if the jedi name shows up on a Bounty Hunter Terminal - i.e. the BH can have a mission to kill the jedi.
The main charachteristic of a TEF is that you usualy can not attack first if you have a TEF on you then you can only retaliate. In the case of GCW TEF you see a little flag in your effects window. Other types of TEF you don't see.

It is possible that if you killed a rebel or imperialnpc in a town, it gave you a TEF. If a Jedi who is overt of the opposite faction, enters that town, he can kill you.

If he wants to, yes.
Talking about acronyms, it took me aaaaages to figure out GCW was Galactic Civil War. People post stuff like "does [action] affect the GCW", and for a long time I was completely at a loss. And the acronym everyone knows (doubleyew-tee-eff) is banned by the swear filter... which I don't get, since you can use other work arounds easy enough.
