ctrl H, at the bottom there is report harrassment, verify name. you can only do this if they have spoken in a chat collumn on your char, ie /tell,spatial or such. then just type what he/she did.
if they didn't speak and you feel you are being harrassed, ie camped body or following you around just annoying you then do a customer ticket search for harrassment and then make a new ticket with there name.
