ok i need help on this question here.

I went and completed Jabbas theme park, talked to boba fet, he gave me the info on the DWB, i accepted. it was the only option available for me. I then tried to get started on the clone rifle quest, but he keeps talking about the DWB. What do i have to do to get boba to start talking about the clone rifle/carbineer quest and such....

very much want to start this with my wife. would be something fun for us to do

pretty sure...its part of the new content added with RotW and i seriously doubt that SOE would let people have some fun with it if the didn't shell out the cash for it

thats why I have not gotten to do it yet

You do need to have RotW to do the quest. He will give the DWB choices as well, but you will tell him It looks like jabba is working you and you look like you need help. That will start the Clone Relic Quest.
